KXTV, our local ABC station, has issued an exposé about charter schools in the Twin Rivers Unified School District, with a series they call "The Wild West of Education". In the series, ABC10 documents how the Highlands Community Charter and Technical Schools in the TRUSD, a charter school for adults, "receives hundreds of millions of public-school funding spent lavishly and with minimal oversight."

- conflicts of interest, including an elected school board member using her “position of power to influence decisions”
- questionable work culture
- dubious spending
- lax oversight
- autonomous behavior that primarily benefits management
